Responsibilities

Positive role modelling health and safety as a core value.

Provide quality and timely safety advice to front line managers to help them manage in accordance with JMDR safety related plans and procedures.

Assist the project’s compliance with relevant legislation including Regulations, Codes of Practice and Australian Standards by adherence to the policies and procedures referred to in JMDR’s SMP.

Ensure compliance with client WHS and Rail Safeworking requirements.
-
Consultation and review of all safeworking plans and implement in accordance with NO-WI-02-010 and Network Rules (including detailed TWA Plans if required).
-
Manage compliance of RIW requirements of staff on site to ensure assigned roles are correct and relevant to the works being completed.

Posting, updating and removing, as required, all policies, forms and notices on notice boards, in crib rooms, site offices.
-
Distributing to relevant personnel any revisions or amendments to the company’s safety documentation e.g. policies, plans, procedures, guidelines, forms etc.

Distributing safety alerts and circulars for industry related incidents concerning health and safety.
-
Participate in weekly team meetings to identify WHS and rehabilitation issues.
-
Assisting the Health and Safety Manager and the project management team with safety advice, information and support where requested – including reviews of SWMS, safety documentation, higher risk activities prior to work commencing.

Assisting key partners with information about the JMDR safety system and standards.

Distributing approved "health and safety reports” to all relevant personnel where requested.

Support personnel charged with WHS responsibilities with appropriate training and mentoring to adequately perform their duties.

Ensuring that all personnel employed or engaged on site understand and observe JMDR WHS policies and procedures.

Conduct regular drug and alcohol testing on all staff and key partners/suppliers.

Assisting in the review of the site induction for compliance with regulatory requirements, JMDR requirements and the specific Client’s Project requirements.

Assist the Safety Manager in monitoring that WHS incidents are adequately reported, recorded and investigated and the outcomes and recommendations of such investigations are actioned and reported using the processes of the JMDR Incident and Injury Management Procedure.

Establishment and supporting the maintenance of Hazardous Chemicals Register/s through ChemAlert.

Carrying out and participating in site inspections, audits and reviews.

Monitoring that health and safety inspections on the Project are being conducted in accordance with agreed time frames or as required.

Performing random or periodic safety audits on subcontractors and suppliers (as required).

Supporting and participating in risk assessments for construction activities.Assist in the review of design changes (where required) and ensure safety hazards have been considered and managed where variations are to occur that have given rise to new safety hazards or risks.
Qualifications and experience

Cert IV in Work Health and Safety (persons very close to achieving this may be considered)

Safely Access the Rail Corridor (Desirable)

Advanced First Aid

Internal Auditor Qualification (Desirable)

PO1 or PO2 (Desirable)
-
Accredited Drug and Alcohol Tester (Desirable)

Proven experience in providing project based safe systems of work;
-
Proven ability to oversee the safety management of a number of projects, people and programs simultaneously.

Demonstrated ability to assist the development and/or maintenance of an accredited HSEQ System;
-
Demonstrated ability to facilitate procedural compliance with the Work Health & Safety Act to achieve a safe workplace;
-
Proven experience in the use of Microsoft Office products;
-
Proven experience in providing safety advice to all levels of the workforce
